Just after the 1910 Chinese revolution, a drug-trafficking and gun-running gang existed in North China. Operating from a gambling den, it was headed by Cheng Tien Kuei (Ku Feng) who was in league with local corrupted officials and two henchmen, Chiang Tao (Chiang Nan) and Wang Chen Ping (Wong Ching).
Chief of Police, Fang Ta (Danny Lee) is determined to smash the gang. He arranges with the local Prison Superintendent to gain the co-operation of two convicts, Chinese boxer Chin Kang (Fan Mei Sheng) and Chu Chiu Shou (Cheng Hong Yip) to infiltrate the gang as spies.
Fang Ta wants to gain access to the safe in Cheng Tien Kuei’s secret room which he feels will yield documented evidence to incriminate Cheng.
