Sam Rothstein, l'allibratore preferito dal boss della mafia di Kansas City, viene nominato direttore di un grande Casinò a Las Vegas, aggirando con un cavillo la necessaria licenza. Gli affari prosperano e la mafia gli affianca come guardaspalle il temibile Nicky Santoro. Frattanto Sam si innamora di una prostituta, Ginger McKenna e decide di sposarla. Avuta una figlia, Sam si infatua della donna fino a depositare a suo nome 25.000 dollari in una cassetta di sicurezza. Ma costei è ancora innamorata e legata a Lester Diamond, suo ex protettore ed amante che la ricatta, finché Sam, un giorno li sorprende e fa picchiare l'uomo. Per vendicarsi, Ginger circuisce Nicky il quale frattanto, espulso da tutti i locali della città per le sue violenze, ha costituito una propria banda di rapinatori. Il licenziamento del nipote di un politico locale porta Sam in tribunale dove viene trovato senza licenza; ma la mafia lo ripresenta al Casinò come direttore artistico. Intanto l'FBI indaga sia sul denaro che esce nascostamente dal Casinò e finisce nelle tesche della "mala" di Kansas City, sia sulla love story tra Nicky e Ginger...
