using WinRAR. keep getting windows was unable to create a required instillation folder please reconfigure your boot.wim file to use flag 9 settings. can someone point me to where going wrong thanks

Can i access it with administrative access or not? please tell me, because i downloaded some opareting system and some of those haveno administrative access, I cant change some settings and some other things. Is this one have any compulsory setting ?
